Personal involvement in advice, research and guidance

You can engage me personally for four types of work. Commercial assignments are carried out through Het Strategiebureau, separate from my board role as chair of the Dutch Association of Cannabis Retailers (BCD).

How I work

From scattered facts to a workable route

I bring together requirements, facts and interests, make the options visible and agree the next steps with you. Where an accountant, lawyer or other specialist is needed, I involve them or refer you.

I work for entrepreneurs, trade associations, municipalities and civil-society partners. My specialism is coffee shop policy and cannabis regulation, but the approach applies more broadly to business questions about policy, government and stakeholders.

Strategic advice

I assess your concrete question, organise the facts and interests and set out the options. You get a clear view of sensible next steps.

Concrete assignments

  • Policy analysis or second opinion. An assessment of existing policy or a proposed decision, with sources, points of attention and next steps.
  • Preparing administrative meetings. An analysis of the parties involved, a briefing note and substantiated arguments for the meeting.
  • Position paper or policy note. A substantiated document supporting your position or decision-making.

Research and feasibility

I research policy, conditions, risks and opportunities, compare the outcomes and record them in a short advisory note. One concrete application is the substantiated calculation of the maximum number of coffee shops for municipalities.

Concrete assignments

  • Municipality and location comparison. A comparison of policy conditions, restrictions and possible routes across an agreed number of municipalities.
  • Tailored policy monitoring. A periodic overview of relevant developments on agreed topics, sources and municipalities. Frequency and scope are agreed in advance.

Case and process guidance

I organise and build the case file, prepare and accompany meetings, and handle coordination with the parties involved and follow-up on agreements.

Concrete assignments

  • Organisational development and follow-up. Structuring task allocation, committees, annual plans and member communication, with follow-up on decisions taken.
  • Meeting guidance. Preparing and accompanying meetings with municipalities and other parties, with agreements recorded.

Business mentoring

I think along with you on a regular basis about operations, positioning and contacts with municipalities, banks and other parties involved. Together we set priorities and concrete next steps.

Concrete assignments

  • Regular sparring and knowledge transfer. Scheduled sessions in which we set priorities and I share knowledge of policy and regulation.

Knowledge sessions and events

  • Knowledge session or workshop. A session for entrepreneurs, administrators or civil servants on coffee shop policy, licensing or cannabis regulation, tailored to the audience.
  • Speaker or moderator. A substantive contribution or moderation of an event, with topic, goal and audience agreed in advance.
Arrange a session or event

Scope and deliverables are agreed in advance. Knowledge sessions, events and monitoring are quoted separately if they do not fit within a package. I do not provide a formal legal assessment or guarantee any outcome.

From a licence application or banking question to organisational development and consultation with government.

Licensing and location files

Substantiation for scarce licences, relocations and location assessments, including the methodology behind the maximum number of coffee shops.

Coffee shop policy and municipal frameworks

Reviewing coffee shop and tolerance policy, the resident criterion and enforcement frameworks against practice and national developments.

KYC and banking questions

Preparing for questions from the bank and building transparent administration. The KYC assessment itself remains with the bank.

Organisational development and public affairs

Positioning, stakeholder mapping and managing contacts with municipalities, ministries, regulators and press.

Where needed, I work with your accountant, lawyer or another specialist. For Wmo support and secondment, Het Strategiebureau makes separate arrangements.

For municipalities

Substantiated calculation of the maximum number of coffee shops

I offer municipalities an objective substantiation of the maximum number of coffee shops. The method is reproducible and tests or substantiates a maximum using current, authoritative data and the actual function of the municipality. The model provides a substantiation and a range. The municipal executive sets the maximum after its own administrative assessment.

Intended for municipalities that want to update, review or re-substantiate their maximum policy.

What the calculation broadly rests on

  • The municipal population according to Statistics Netherlands (CBS).
  • The function of the municipality in its surroundings and the relevant catchment area.
  • Only demonstrable supra-local demand and visitor flows.
  • The existing supply and the policy context.
  • Testing against the actual situation.

What your municipality receives

  • A substantiation report describing the municipal starting position.
  • Use of current official sources.
  • A substantiated delineation of local and supra-local circumstances.
  • A reproducible range.
  • A comparison with the existing supply and the current policy maximum.
  • Explicit accountability for sources and reasoning.
  • A factual basis for policymaking.
  • Human review of the content before the report is finalised.

The final report is delivered by Het Strategiebureau. Scope and costs are agreed in advance based on the municipal application; the packages on this page do not apply. This service is separate from the Wmo calculation module.

How you engage me

Choose an advisory meeting, an initial exploration or guidance throughout the process. We agree in advance what you need and which work the package covers. The assignment runs through Het Strategiebureau.

All amounts exclude VAT.

Members of the Bond van Cannabisdetaillisten (BCD) receive a reduced rate for advice and guidance. Other clients pay the standard rate. The member rate applies only to existing BCD members.

How booking works: you choose a package, pay through Het Strategiebureau, and we then agree the assignment together.

Individual hours

You can also engage me for advice or guidance by the hour, without a package. We agree on the work and the number of hours in advance.

Within a package the standard rate is €125 per hour. For BCD members the rate is €80 per hour. All amounts exclude VAT.

  • We agree on the concrete research question, the work and the number of hours in advance.
  • All time spent on preparation, research, meetings and drafting counts towards the agreed hours.
  • Additional work and further blocks only start after consultation and your approval, with a progress overview and an hours estimate.
  • External experts, a lawyer and municipal fees are not included in the packages.
  • The total price of a process can only be estimated after the initial exploration.
  • The member rate applies only to existing BCD members.
  • I do not guarantee a licence, a bank decision or any administrative outcome.
