This means that after years of investment and participation, uncertainty looms again. The regulation sessions provide building blocks for the framework that must apply after the experiment — so that decision-making does not have to start from scratch.
By deliberately opening the sessions to non-pilot municipalities, a broadly supported approach is created, and a two-tier system between pilot and non-pilot municipalities is prevented. If multiple municipalities take steps, a flywheel effect towards structural regulation will emerge.
