Initiator and moderator on behalf of the Bond van Cannabis Detaillisten (BCD) (Association of Cannabis Retailers): discussing scenarios and principles for a comprehensive regulation model for the entire sector with entrepreneurs, policymakers, and experts.

Preparation for the regulation model for the entire coffeeshop sector — for all municipalities, not just the ten pilot municipalities.

The regulation sessions are an ongoing process in which the BCD, together with entrepreneurs, policymakers, and experts, discusses scenarios for a future regulation model — for the entire coffeeshop sector, not just the ten pilot municipalities.

The Experiment Gesloten Coffeeshopketen (Experiment with a Closed Coffeeshop Chain) has a fixed end date, but no defined success criteria and no automatic continuation. This means that after years of investment and participation, uncertainty looms again. The regulation sessions provide building blocks for the framework that must apply after the experiment — so that decision-making does not have to start from scratch.

By deliberately opening the sessions to non-pilot municipalities, a broadly supported approach is created, and a two-tier system between pilot and non-pilot municipalities is prevented. If multiple municipalities take steps, a flywheel effect towards structural regulation will emerge.
