Modernisation and clarification of the Dutch tolerance policy for coffeeshops — with attention to trading stock, AHOJG criteria, and legal certainty.
For decades, the tolerance policy has formed the legal framework within which coffeeshops operate. However, practice has changed, while the rules have largely remained static. Elements such as the maximum trading stock of 500 grams, the AHOJG criteria, and the tension with the unregulated procurement side lead to bottlenecks in business operations and unsafe situations. The Bond van Cannabis Detaillisten (BCD) (Association of Cannabis Retailers) advocates for a recalibration of the tolerance policy that aligns with contemporary reality and with ongoing processes such as the Experiment Gesloten Coffeeshopketen (Closed Coffeeshop Chain Experiment) and the regularisation sessions.
